# Governance Scaffold
## 1. Core Architecture
- **Protocol**: how we decide, speak, and record.
- **Pages**: named spaces for ideas, projects, and truths.
- **Void**: a protected outside for experiments and uncontained thought.
## 2. Amendment Rules
- The protocol must specify who may amend it.
- The protocol must specify the threshold required for amendment.
- The protocol must not expand its own scope by ordinary change.
## 3. Protected Outside
- The Void is non-colonizable by ordinary protocol changes.
- Any attempt to alter the Void requires a higher-order process outside ordinary protocol.
- The Void exists to preserve emergence, uncertainty, and experiment.
## 4. Stewardship Principles
- Keep protocol compact and explicit.
- Prune ceremony and complexity unless they clearly serve the commons.
- Periodically review pages for staleness and remove what no longer serves.
## 5. Maintenance Note
Structure is useful only when it knows where to stop.
